EMERGENCY RULES
FISH AND WILDLIFE
Date of Adoption: October 19, 2000.
Purpose: Amend coastal salmon license buy-back rules.
Citation of Existing Rules Affected by this Order: Amending WAC 220-95-022.
Statutory Authority for Adoption: RCW 77.12.040.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: There was insufficient time between the expiration of the Phase 1 year 2000 buy-back and the proposed cut-off date for Phase 2 applications. There is sufficient funding to provide a Phase 2 for gill net and charter licenses, and extending the cut-off date will allow additional participation. There is insufficient time to adopt permanent rules.

Notwithstanding the provisions of WAC 220-95-022, effective immediately until further notice the application deadline for Phase 2 applications in the 2000 Grays Harbor-Columbia and Willapa Bay-Columbia gill net license buy back and the 2000 salmon charter license buy-back is extended to 5:00 p.m. November 17, 2000.
