Title of Rule: WAC 478-132-030 University calendar.
Purpose: To amend the academic calendar for the University of Washington, specifically with regard to the beginning and ending dates for autumn quarter and the beginning date for winter quarter.
Other Identifying Information: These proposed rules would take effect in autumn quarter 2004.
Statutory Authority for Adoption: RCW 28B.20.130.
Statute Being Implemented: RCW 28B.20.130.
Summary: The University of Washington proposes changing the autumn quarter calendar to provide time at the beginning of autumn quarter for new student orientation and additional time for grading and other end-of-quarter activities prior to the winter holidays. Additionally, the university proposes modifying the beginning of winter quarter to allow at least one day between January 1 and the first day of the quarter.

Explanation of Rule, its Purpose, and Anticipated Effects: Amending WAC 478-132-030 University calendar, would allow greater participation in new student orientation programs at the beginning of autumn quarter and provide greater flexibility in meeting academic procedures at the end of autumn quarter and the beginning of winter quarter while accommodating holidays during the winter break.
Although the amendments to the university calendar will not be effective until autumn quarter 2004, adoption of this amendment is sought now to provide adequate long-range planning time for the University of Washington's academic and administrative programs. There is no fiscal effect anticipated with this change to the academic calendar, as the number of days within each academic quarter remain the same.
Proposal Changes the Following Existing Rules: WAC 478-132-030 University calendar, would be amended.
No small business economic impact statement has been prepared under chapter 19.85 RCW. WAC 478-132-030 does not impose a disproportionate impact on small businesses.
RCW 34.05.328 does not apply to this rule adoption. WAC 478-132-030 is not considered a significant legislative rule by the University of Washington.

(1) The autumn quarter shall begin on ((September 25 when
it falls on a Monday, otherwise it shall begin on the first
Monday following September 25,)) the last Wednesday in
September and end on the twelfth ((Thursday)) Friday
thereafter.
(2) The winter quarter shall begin on the first Monday
after January 1 and end on the eleventh Friday thereafter. When January 1 falls on Sunday, the winter quarter shall begin
on Tuesday January 3; when January 1 falls on Monday, the
winter quarter shall begin on Wednesday January ((2)) 3.
(3) The spring quarter shall begin on the second Monday after the close of winter quarter and end on the eleventh Friday thereafter. The June commencement shall be the Saturday immediately following the last day of spring quarter.
(4) The summer quarter shall begin on the second Monday following the June commencement and end on the ninth Friday thereafter.
(5) Certain academic programs may begin or end on schedules different from those in subsections (1) through (4) of this section with the approval of the provost. In such cases, it will be the responsibility of the appropriate dean to provide advance notice to the affected students.
