PREPROPOSAL STATEMENT OF INQUIRY

STATE BOARD OF EDUCATION

     Subject of Possible Rule Making: WAC 180-82-204 and 180-82A-204, relating to teacher certification endorsement requirements.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28A.400.010 and 28A.305.130.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: It is not possible under current State Board of Education policy for a teacher to add a subject endorsement to their certificate based on earning the subject endorsement through National Board for Professional Teaching Standards certification.

     Process for Developing New Rule:       Negotiated rule making, early solicitation of public comments and recommendations respecting new, amended or repealed rules, and consideration of the comments and recommendations in the course of drafting rules.
