Statute Being Implemented: RCW 77.12.047.
Summary: The goals of the GMU boundary standardization and mapping process were to:
1. Establish GMU boundaries that conform to map-based features, which are clearly identifiable in the field (roads, shorelines, streams, powerlines, etc.)
2. Adopt and conform to a single base map to use for defining and adopting GMU boundaries.
3. Improve the spatial (positional) accuracy of WDFW's GIS layer for GMU boundaries.
4. Improve the consistency and decrease the complexity of GMU legal descriptions.
5. Look for potential partnerships for generating quality GMU map products for the public.
The Department of Natural Resources major public lands (MPL) 1:100,000 scale map series was selected as the standard base map for GMU boundary delineation. GIS staff conducted GMU boundary review and mapping sessions with wildlife and enforcement staff in regional offices. The resulting maps and legal descriptions were then compiled/digitized. This standardization process required numerous rounds of data compilation, review, research, and editing for GIS and regional staff. Staff will assess various opportunities and options for making quality GMU map products, and associated recreational information that can be provided to the public.
WAC 232-12-289 specifies legal hunting hours for game species.
Reasons Supporting Proposal: Provides recreational deer, elk, bear, and moose hunting opportunity. Directs hunting pressure for those species to the appropriate areas. Helps prevent over harvest of those species. Hunting hours are established to provide recreational opportunities during adequate light conditions for identification and retrieval of game.

Explanation of Rule, its Purpose, and Anticipated Effects: The listed WACs delineate GMU boundaries. The proposed language will clarify and simplify boundary descriptions of GMUs. WAC 232-12-289 establishes legal hunting hours to provide recreational opportunity and conserve game resources.
Proposal Changes the Following Existing Rules: See Explanation of Rule above.
No small business economic impact statement has been prepared under chapter 19.85 RCW. These recommendations involve rules for recreational hunters and do not directly regulate small business.
RCW 34.05.328 does not apply to this rule adoption. Not hydraulics rules.
