PREPROPOSAL STATEMENT OF INQUIRY

WASHINGTON STATE LOTTERY

     Subject of Possible Rule Making: The lottery commission will consider rule making around the lottery agency's proposed adoption of a new lottery draw game to be launched in the spring of 2007.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 67.70.040 (1), (3).

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: In order that the Washington lottery produce the maximum amount of net revenues for the state consonant with the dignity of the state and the general welfare of the people, the lottery commission may determine that the draw game of Quinto be retired and be replaced with a new draw game anticipated to maximize the amount of net revenues.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:       Negotiated rule making; and agency study.
