PREPROPOSAL STATEMENT OF INQUIRY

DEPARTMENT OF LICENSING

     Subject of Possible Rule Making: Implementation of ESSB 6437, an act relating to bail bond agents and bail bond recovery agents, amending chapter 18.185 RCW, requires rules to be amended or added as new.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: Chapter 18.185 RCW.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The law changes require that the department of licensing develop training topics, testing requirements, procedures for recovery agents to report forced entries, and other reporting procedures as well as some housekeeping for general clarification.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Washington Association of Sheriffs and Police Chiefs, criminal justice training commission and other law enforcement agencies as well as prosecuting attorneys will be invited to participate in the rule development but these agencies have indirect regulating authority.

     Process for Developing New Rule: The program will be developing a work group to research and recommend best practices and procedures. If you are interesting [interested] in participating in the work group please notify the person below.
