PREPROPOSAL STATEMENT OF INQUIRY

DEPARTMENT OF HEALTH

     Subject of Possible Rule Making: Chapter 246-322 WAC, Private psychiatric and alcoholism hospitals, new section for adverse health events and incident reporting system.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: Chapter 70.56 RCW, Adverse health events and incident reporting system as established by SSB 2292, chapter 8, Laws of 2006.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Chapter 70.56 RCW established the adverse health event and incident reporting system which requires psychiatric hospitals to report when one of twenty-eight adverse events as defined by the national quality forum occur. The intention of this legislation is to improve patient safety and decrease medical errors.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule: Collaborative rule making.
