PREPROPOSAL STATEMENT OF INQUIRY

DEPARTMENT OF LICENSING

     Subject of Possible Rule Making: Update to chapter 308-20 WAC, Cosmetologists, barbers, manicurists, and estheticians.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.16.030 and 43.24.023.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Due to the passage of SHB 2427 Cosmetology apprenticeship program, the department needs to clarify the approval process for the registration of apprentice trainers, amend language that refers to the apprenticeship pilot program, and any other rules that need further written clarification.

     In addition to the changes for SHB 2427, the department is considering adding a new section regarding the registration of students and apprentices to validate attendance at licensed schools and apprentice salons; and establish examination procedures for testing sites.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:      Agency study.
