Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Section 3 of 2ESB [E2SHB] 3026 and chapter 28A.640 RCW require the superintendent of public instruction (OSPI) to develop rules and guidelines to eliminate prohibited discrimination as applied to public school employment, counseling and guidance services to students, recreational and athletic activities for students, access to course offerings, and in textbooks and instructional materials used by students.

Public meetings will be held in eastern and western Washington to ensure maximum opportunity for public input into the rule-making process.
