PREPROPOSAL STATEMENT OF INQUIRY
Subject of Possible Rule Making: WAC 246-836-010 and 246-836-210, amending existing sections and adding a new section to naturopathic physician rules to identify which nonsurgical cosmetic procedures are in naturopathic scope of practice.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.36A.060.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The department received questions as to which nonsurgical cosmetic procedures are within naturopathic physician statutory scope of practice. The field of nonsurgical cosmetic procedures includes injections, chemical peels, microdermabrasion, dermabrasion, schlerotherapy, soft-tissue fillers, and mesotherapy. Many of these procedures carry a significant risk of patient harm. The department is considering amending the rule to clarify the types of nonsurgical cosmetic procedures that may or may not be performed by a naturopathic physician.

Process for Developing New Rule: Collaborative rule making.
Interested parties can participate in the decision to adopt the new rule and formulation of the proposed rule before publication. In order for the department to allow interested persons to provide input, there will be several public workshops utilizing videoconferencing in order to include individuals from other areas of the state.
