PREPROPOSAL STATEMENT OF INQUIRY

SUPERINTENDENT OF

PUBLIC INSTRUCTION

     Subject of Possible Rule Making: Passage of 2SHB 2119 requires development of rules concerning the college in the high school program.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: 2SHB 2119.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: 2SHB 2119 directs the office of superintendent of public instruction (OSPI), state board for community and technical colleges (SBCTC), the higher education coordinating board (HECB), and the public baccalaureate institutions jointly develop, and each adopt, rules governing college in the high school in consultation with the Association of Washington School Principals.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: The SBCTC, HECB, and the public baccalaureate institutions. A committee will be formed which will include representatives from the aforementioned institutions along with the Association [of] Washington School Principals to develop rules covering the governance of the program, college in the high school.

     Process for Developing New Rule: Formation of a committee to develop rules governing the college in the high school program.
