Petition for rule change from the public: Blair Smith 50/50 Central is requesting rule making to establish operating requirements for electronic raffle systems. The petitioner is also requesting that raffles using the electronic accounting system have the option to use up to four discount plans for a raffle. Currently, only one discount play is allowed for traditional raffles. CR-101: 8/4/2011

If the commission chooses to adopt, we anticipate such in 2/10/12. If the commission chooses to adopt, we anticipate an effective date of 7/1/12.
The petitioner also wants to remove the requirement that raffle licensees must get approval from the gambling commissioners to exceed $80,000 in prizes annually. There was a lot of discussion about this at the November 2011 commission meeting. Based on those discussions, at the January 13, 2012, commission meeting, staff will propose increasing the yearly raffle prize limit from $80,000 to $300,000 before licensees need to request approval from the commissioners.
Amended Section: WAC 230-15-040 Petition for rule change from the public: Rockland Ridge and Galaxy Gaming, gambling licensees, are requesting a rule amendment that would allow "envy" and "share the wealth" wagers to be placed on one or more tables of various approved card games, throughout a card room. As such, the "envy" or "share the wealth" wager prize could be won by anyone placing "envy" or "share the wealth" wagers at designated tables in a card room. • Define "envy" and "share the wealth" as bonus features;

• Allow other game features that do not require a separate wager to be considered bonus features;

• Allow bonus features and progressive jackpots to be combined; and

• Allow progressive jackpots prizes for "envy" and "share the wealth" wagers.
