Subject: In the matter of the commission's investigation of recycling revenue sharing plans.
Effective Date: May 30, 2012.
Document Description: The Washington utilities and transportation commission (commission) addresses issues concerning implementation of recycling revenue sharing plans (plans) under RCW 81.77.185. Specifically, the commission interprets the statute and establishes policies with respect to the following issues: (1) How plans can demonstrate that retained recycling revenues will be used to "increase recycling" as required by the statute; (2) permissible plan expenditures; (3) budgets for plan revenues and expenditures; (4) the role of local governments in developing and implementing plans; (5) the role of commission staff in plan review and approval; and (6) plan filing process.
