WITHDRAWAL OF
PREPROPOSAL STATEMENT OF INQUIRY
UTILITIES AND TRANSPORTATION
COMMISSION

The Washington utilities and transportation commission (commission) filed a preproposal statement of inquiry (CR-101) to clarify the commission's jurisdiction over entities that provide water service, including water companies, homeowner associations, cooperatives and mutual corporations, or similar entities, under WAC 480-110-245 and 480-110-255. The commission filed the CR-101 on August 21, 2013, at WSR 13-17-116.
After considering comments from interested persons concerning the CR-101, the commission has determined because of other water-related matters pending before the commission, and limited agency resources, it is preferable for the commission to consider its water company jurisdictional rule at a later date. Accordingly, the commission requests that the CR-101 published in WSR 13-17-116 be withdrawn. Thus, the commission is withdrawing its notice of a rule-making proceeding in this docket, and will notify stakeholders of the withdrawal of this proceeding.
