PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: WAC 246-824-075 Continuing education requirements for dispensing opticians, the department will consider amending this rule to require completion of ten hours of continuing education each year of the three year reporting cycle with five of the ten hours relating to contact lens education.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.34.120.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The department received a petition for rule making from the Opticians Association of Washington requesting that opticians complete ten hours of continuing education each year of the three year reporting cycle, with five of the ten hours related to contact lens education. Currently, licensed opticians must report thirty hours of continuing education every three years with fifteen of the hours on contact lenses. The association's proposal would not increase the number of hours that a licensed dispensing optician would be required to report in a three year period. The association's intent is to better keep licensed dispensing opticians abreast of current and forecasted developments in a rapidly changing field.
