EMERGENCY RULES

Effective Date of Rule: July 1, 2016.
Purpose: The department is adopting these rules to implement the nursing facility methodology changes from SHB 1274.

Statutory Authority for Adoption: RCW 74.46.800, 74.46.561(1).
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The statute has a deadline for the new rules of July 1, 2016. There was not enough time to complete a formal rule-making process in the time allowed. Permanent rules are being developed concurrently.
