Semi-Annual Rule-Making Agenda
January 1 through June 30, 2020
Following is the office of financial management's (OFM) semi-annual rule-making agenda for publication in the Washington State Register. This list identifies rules under development and rules with anticipated rule-making action during the next six months.
This agenda is available on OFM's website at The information on the OFM website is updated as rule-making notices are filed. If OFM should begin rule-making activities for a rule not listed on the attached agenda, that information will also be posted.

Chapter 82-04 WAC
Wage overpayment adjudicative hearings chapter establishes rules to recoup overpayments to state employees. The rules are out of date and need to be updated.

WAC 82-06-010
Waiver of interest on past due receivables establishes when and how state agencies may waive interest. The rule is out of date and needs to be updated.
Reviewing agency input. CR-101 filing anticipated in February.
WAC 357-16-017,
Wage and salary information, create new sections in chapter 357-16 WAC and amend WAC 357-58-190 to place new provisions in WAC.
CR-102 filing anticipated in January.
WAC 357-49-023,
Director's review (DR) and personnel resources board (PRB) online filings, amend to allow electronic online filing as an option for employees filing with the DR and PRB and update filing by fax requirements.
CR-102 filing anticipated in January.
WAC 357-28-110,
Promotion and reallocation, amend to accommodate the new information technology professional structure (ITPS) salary grids.

WAC 357-58-040
Clarify that the manager positions or managerial employees that are included in the ITPS are excluded from Washington management service and are not covered by chapter 357-58 WAC.

WAC 357-46-035,
Layoff, amend WAC 357-46-035 to add language to address layoff options when an employee held permanent status in any abolished information technology classes, remove subsections in WAC 357-46-035, and create new sections to restructure for simplicity.

Chapter 357-31 WAC
Paid family and medical leave (PFML), create and amend WAC to allow an employee to receive a supplemental benefit while receiving a partial wage replacement for PFML.
