City of Fircrest's Formal Application for
Alternative Densityand Action Approach to Middle Housing
The Washington state department of commerce (commerce) received a formal application on April 25, 2025, from the City of Fircrest to request approval of a timeline extension to implement middle housing, based on a lack of infrastructure capacity, along with other requests. The application was consistent with the Growth Management Act requirements for submittal within RCW
36.70A.635 - [36.70A.]638. Commerce has assigned case #2025-C-427 for this request.
Commerce has 60 days to review and provide a determination on the following:

o | Timeline extension for areas lacking infrastructure capacity. |
o | Excluding 25 percent of residential lots from middle housing regulations. |

• | Under RCW 36.70.636 (3)(b) and (c), request for approval of substantially similar regulations to middle housing. |
Fircrest's formal application contained the following:

• | Application materials including: |

o | Map of affected area. |
o | Narrative discussing lack of infrastructure capacity to support middle housing. |
o | Proposed infrastructure improvements to address the lack of capacity. |
o | A summary of the analysis supporting the request. |
