Subject of Possible Rule Making: Implementation of ESB 5721, registering and identifying umpires in auto appraisals.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW
48.02.060; chapter 394, Laws of 2025.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The legislature passed ESB 5721 relating to the creation of a standard automobile insurance appraisal clause language. The new law requires the office of the insurance commissioner to register competent and disinterested umpires who will be identified to appraisers if they are unable to agree on an umpire to resolve their loss dispute.
Process for Developing New Rule: Submit written comments by August 1, 2025.
