Subject of Possible Rule Making: WAC 308-56A-210 Ownership in doubtBonded title or three-year registration without title, and 308-93-440 Ownership in doubtBonded title or three-year registration without title.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 46.12.635 Disclosure of names and addresses of individual vehicle and vessel ownersAddress confidentiality program participants, and 46.12.680 Ownership in doubtProcedure.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Customers haven't been required to send certified letters to the department of licensing (DOL) requesting a release of interest from previously registered and legal owners when applying for a vehicle title through the ownership in doubt process. Amending the identified WAC will help clarify DOL rules and ensure they reflect current statutory requirements in RCW 46.2.635 [ 46.12.635], which protects the names and addresses of vehicle and vessel owners.
