PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: The department of social and health services (department) is considering creation of chapter 388-106H WAC, Health related social needs (HRSN), and other related rules as required. These rules are related to HRSN services specified in section 15.7 of the special terms and conditions or the Washington state section 1115 medicaid demonstration waiver. During the course of this rule making, other related rules may be amended as necessary. This may include additional changes required to improve clarity or update policy.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The reasons for these rules are that portions of the available services through Washington state section 1115 medicaid demonstration waiver HRSN services are not currently in WAC, and making these services available would benefit individuals with the outlined HRSN in our state.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Health care authority (HCA). A portion of the rules are to be made in consultation with HCA staff to remove potential duplication in rule making.
Process for Developing New Rule: Collaborative rule making. The department welcomes the public to take part in developing the rules. Anyone interested should contact the staff person identified below. At a later date, the department will file a proposal with the office of the code reviser with a notice of proposed rule making. A copy of the proposal will be sent to everyone on the mailing list and to anyone who requests a copy.
