Subject of Possible Rule Making: Registered tow truck operator (RTTO) indigency program.

Statutes Authorizing the Agency to Adopt Rules on this Subject: ESSB 5801, section 1307 (5)(b), tow truck impounds.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: ESSB 5801, passed during the 2025 legislative session, requires the department of licensing to create a program that compensates RTTOs for private property impounds or impounds performed at the direction of law enforcement when the owner of the vehicle is indigent.

Process for Developing New Rule: Negotiated rule making.
