Subject of Possible Rule Making: Review of chapter 308-101 WAC and newly enacted chapter 308-111 WAC to create new rules which define expectations for attorneys appearing in administrative hearings before the department of licensing (DOL).

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: DOL does not currently have any rules that govern the professional conduct of attorneys appearing before DOL. These rules would provide clarity on what DOL considers prohibited attorney conduct during administrative proceedings.
Process for Developing New Rule: Negotiated rule making.
