Statutes Authorizing the Agency to Adopt Rules on this Subject: 2SHB 1316 (chapter 350, Laws of 2023), E2SSB 5670 (chapter 159, Laws of 2024), SSB 5253 (chapter 256, Laws of 2025); and RCW

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The office of superintendent of public instruction (OSPI) is considering rule making concerning running start in alignment with 2SHB 1316 (2023) and E2SSB 5670 (2024), students who are age 21 and receiving special education services in alignment with SSB 5253 (2025), and changing the first running start count day of a college term to clarify which students can be claimed for running start funding.
OSPI will conduct permanent rule making concerning these rules.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: In accordance with RCW
28A.600.390, OSPI will work with the state board for community and technical colleges and the student achievement council in developing and adopting the rules related to running start.
Process for Developing New Rule: Early solicitation of feedback and recommendations concerning new or amended rules, and consideration of comments and recommendations in the course of drafting rule language.
