COMMUNITY COLLEGE
[Filed August 29, 2025, 11:43 a.m.]
Subject of Possible Rule Making: Student code of conduct, chapter 132R-04 WAC.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW
28B.50.140(13).
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Big Bend Community College (college) has revised chapter 132R-04 WAC, Student code of conduct, in order to continue to ensure compliance with the Title IX regulatory requirements. The college previously amended this code in consideration of the federal regulations made effective in August 2024. In Tennessee v. Cardona, No. 2:24-00072 (January 9, 2025); however, the court vacated the 2024 Title IX federal regulations. The United States Department of Education subsequently also indicated its intent to enforce the 2020 Title IX regulations. Consequently, the college seeks to amend its student code of conduct to ensure compliance.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: United States Department of Education.
Process for Developing New Rule: Compliance with United States Department of Education.
