Effective Date of Rule: Immediately upon filing.
Purpose: This emergency rule closes recreational fishing in the Columbia River adjacent to the mouth of Tanner Creek in order to be concurrent with Oregon.
Citation of Rules Affected by this Order: Amending WAC 220-312-060.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is necessary to close fishing in the Columbia River adjacent to the mouth of Tanner Creek. This rule is necessary to protect Chinook staging at the mouth of Tanner Creek, and to concur with rules currently in place by Oregon from August 16 through October 15. There is insufficient time to adopt permanent rules.

WAC 220-312-06000VFreshwater exceptions to statewide rules—Columbia River.
Effective immediately, through October 15, 2025, the provisions of WAC 220-312-060 regarding recreational fishing seasons in the Columbia River adjacent to Tanner Creek, shall be modified as described in this section. All other provisions of WAC 220-312-060 not addressed in this section remain in effect unless otherwise amended by emergency rule:
From markers located on the Oregon shore, posted 450 feet downstream to 150 feet upstream of the Tanner Creek confluence with the Columbia River, extending to the middle of the Columbia River: Closed waters.
