WSR 25-20-060
INTERPRETIVE STATEMENT
DEPARTMENT OF HEALTH
[Filed September 26, 2025, 2:08 p.m.]
This memo serves as notice that the examining board of psychology (board) is rescinding EBOP-20-01.2, Use of Telepsychology to Fulfill Experience Requirements during and following the COVID-19 Declared Emergency, which was filed August 8, 2023, and published in WSR 23-17-028.
This statement clarified that, during the coronavirus disease 2019 (COVID-19) declared emergency, the board interpreted requirements for psychology students to obtain "direct experience" to include the use of telepsychology. This interpretation was extended past the COVID-19 declared emergency until the board could adopt permanent rules addressing the use of telepsychology. The board is rescinding this policy because the board recently completed rule making on this subject, filed under WSR 25-15-068, and effective August 14, 2025. As a result, this interpretive statement is no longer needed.
Individuals requiring additional information on this should contact Nancy Delgado at psychology@doh.wa.gov.
