EMERGENCY RULES

Effective Date of Rule: October 13, 2025.
Purpose: This emergency rule closes recreational fishing in Skykomish and Wallace rivers.
Citation of Rules Affected by this Order: Amending WAC 220-312-040.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This rule is necessary to close recreational fishing in Skykomish River and Wallace River for Snohomish basin wild Chinook conservation. Encounters with Chinook early in the recreational fishery exceeded preseason agreements, and Chinook spawning activity is still present in the basin. There is insufficient time to adopt permanent rules.

WAC 220-312-04000HFreshwater exceptions to statewide rules—Puget Sound.
Effective October 13, until further notice, provisions of WAC 220-312-040 regarding recreational fishing seasons for Skykomish River and Wallace River are modified as described in this section. All other provisions of WAC 220-312-040 not addressed in this section, unless otherwise amended by emergency rule remain in effect:
(1) Skykomish River (Snohomish County): From the mouth to the railroad bridge at Big Eddy:
All species: Closed waters.
(2) Wallace River (Snohomish County): From the mouth to 200 feet upstream of water intake of salmon hatchery:
All species: Closed waters.
