Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.35.120(12).

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Updating procedures and safety measures for demonstrations and protests on campus property.

Process for Developing New Rule: Negotiated rule making.
