Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Amending WAC 132Q-276-130 Records index. The Washington State Public Records Act, codified in chapter
42.56 RCW, outlines the requirements for state agencies regarding the management of public records. RCW
42.56.070 requires each agency to make available for public inspection and copying all public records, unless the record is specifically exempt from disclosure. Additionally, RCW
42.56.070(5) requires each agency, by rule, to establish and implement a system of indexing for the identification and location of records. The proposed amendments to WAC 132Q-276-130 clarify the system of indexing for the identification and location of Spokane Colleges' records. Additionally, the proposed amendments clarify the process for adopting and maintaining indexes, establishing the state government general records retention schedule and community and technical colleges records retention schedule for records indexing.
