Statutes Authorizing the Agency to Adopt Rules on this Subject: Chapter 70.79 RCW.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The board of boiler rules (board) and the department of labor and industries (L&I) are considering amendments to the boiler rules under chapter 296-104 WAC. The board reviews the rules on a regular basis to ensure consistency with national boiler and unfired pressure vessel safety standards and industry practice. This rule making is needed to make updates, clarification, housekeeping, and other changes to the rules. The changes under consideration include:
Adding and amending definitions to clarify meaning of terms;
Clarifying inspection requirements for low pressure boilers;
Extending the inspection interval of boilers for owner/user organizations;
Establishing new requirements for operation and maintenance of boilers; and
Increasing fees by the fiscal growth factor for fiscal year 2027.
Process for Developing New Rule: The board reviews and approves all rule amendments. Interested parties can participate in the adoption process for the new rules and formulation of the proposed rules before publication by contacting the individual listed below. The public can also participate, after amendments are proposed, by providing written comments and/or testimony during the public hearing and comment process.
