Subject of Possible Rule Making: Postsecondary education consumer protections for degree-granting institutions.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.85.020.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: These rules implement EHB 1279 (2025) and ESHB 1572 (2025) and strengthen consumer protections available to students attending degree-granting institutions in Washington state.

Process for Developing New Rule: Negotiated rule making.
