Subject of Possible Rule Making: Clarifying identification requirements for service and overseas voters.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 29A.04.611.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The purpose for this proposal is to clarify existing federal and state laws with current rules for procedure when a service or overseas voter does not supply a form of identification when registering to vote and requesting a ballot.
Process for Developing New Rule: Negotiated rule making.
