PREPROPOSAL STATEMENT OF INQUIRY
BUILDING CODE COUNCIL

Subject of Possible Rule Making: Chapter 51-50 WAC, amendments to the 2024 International Building Code related to standards for temporary emergency shelters directed by SB 5553 and RCW 19.27.042.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 19.27.031, 19.27.074, and 19.27.042.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The 2023 legislature passed SB 5553 and modified RCW 19.27.042. The statute directs the state building code council (SBCC) to develop standards for temporary emergency shelters and make them available for local adoption.
Process for Developing New Rule: Stakeholder and subject matter experts technical advisory group review.
