The Certified Professional Guardianship and Conservatorship Board, having recommended the adoption of the suggested amendment to GR 23—Rule for Certifying Professional Guardians and Conservators, and the Court having considered the suggested amendment, and having determined that the suggested amendment will aid in the prompt and orderly administration of justice;
Now, therefore, it is hereby
ordered:
(a) That the suggested amendment as shown below is adopted.
(b) That pursuant to the emergency provisions of GR 9 (j)(1), the suggested amendment will be expeditiously published in the Washington Reports and will become effective upon publication.

SUGGESTED AMENDMENT TO GENERAL RULE (GR) 23
RULE FOR CERTIFYING PROFESSIONAL GUARDIANS AND CONSERVATORS
(A) Name of Proponent: Certified Professional Guardianship and Conservatorship Board ("Board" herein).
(B) Spokesperson: Judge Cadine Ferguson-Brown, Chair, Certified Professional Guardianship and Conservatorship Board.
(C) Purpose: The suggested amendment is proposed to resolve a conflict between GR 23 and the Board's Regulations, regarding the deadline for Certified Professional Guardians and Conservators (CPGCs) to make certain annual disclosures to the Board. The amendment would change the June 30 deadline in GR 23 (e)(2) to August 1, consistent with Board Regulation 703.2 and concurrent with the annual recertification deadline for CPGCs. GR 23 disclosures are just one of the submittals required of CPGCs during the annual recertification process. The August 1 deadline for CPGC recertification is synchronized with the State's Fiscal Year for administrative and budget purposes. Thus, the suggested amendment would align GR 23 with current budgetary and administrative practice.
Recommendations
The Board considered and voted to approve the suggested amendment at its September 8, 2025 meeting.

(E) Expedited Consideration: Requested, if possible, in order for deadline change to take effect before the 2026 CPGC annual recertification process.

RULE FOR CERTIFYING PROFESSIONAL GUARDIANS AND CONSERVATORS
