In 2025, the department of ecology (ecology) took public comment on one part of our work to address excess nutrients in Puget Sound, the draft 2025 Puget Sound nutrient general permit. Based on the feedback we received in summer 2025, as well as legal rulings on permit appeals, we will not reissue the Puget Sound nutrient general permit and will instead address nitrogen discharges in the individual permits for the 58 wastewater treatment plants that were formally [formerly] covered under the general permit.

Public notice process, comments, and documents: Ecology invited public comments on the draft permit from June 18, 2025, to August 27, 2025. An online public meeting and hearing was held on July 22, 2025. During this comment period, ecology received both written and spoken submissions. The former (2022) final general permit, draft 2025 general permit, fact sheet, public comments, and associated permit documents are available on ecology's website at https://ecology.wa.gov/nutrientpermit.
