Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: This proposal rewrites WAC 468-06-140 to reflect the requirements in RCW
42.56.070(5) for state agencies to establish a system of indexing for certain records. WSDOT anticipates that it will help to keep members of the public informed. The proposal establishes rules for the index. It provides a web address for the index, describes the index's content and form, and establishes a schedule for updating the index.
Reasons Supporting Proposal: This proposal will fulfill the requirements of RCW
42.56.070(5).

The department finds that it would be unduly burdensome and would interfere with department operations to maintain an index of records as specified in RCW 42.56.070 because of the complexity and diversity of its operations and the resulting volume of correspondence, reports, studies, and other materials.))
The index of records specified in RCW 42.56.070(5) is publicly available through the department's website at https://wsdot.wa.gov/about/contacts/public-disclosure/records-index. The index lists or links to the relevant types of records listed in RCW 42.56.070(5). The department updates the index at least annually.
