Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: The purpose of this rule making is to propose amendments to the fees for contractor registration, electrical, elevator, factory assembled structures, and plumber rules. The proposed amendments would increase fees by the fiscal growth factor of 6.51 percent for fiscal year 2027. This rule making also makes housekeeping changes to correct a $0.10 error in the electrical rules for the exam nonrefundable fee.

Reasons Supporting Proposal: The fee increase is necessary to cover increased operating expenses for the programs. The current fee levels are insufficient to cover current program expenses.

Statutory Authority for Adoption: Chapters 18.27, 19.28, 70.87, 43.22, 43.22A, and 18.106 RCW.

WAC 296-46B-906Inspection fees.

To calculate inspection fees, the amperage is based on the conductor ampacity or the overcurrent device rating. The total fee must not be less than the number of progress inspection (one-half hour) units times the progress inspection fee rate from subsection (8) of this section, PROGRESS INSPECTIONS.

The amount of the fee due is calculated based on the fee effective at the date of a department assessed fee (e.g., plan review or fee due) or when the electrical permit is purchased.

(1) Residential.
(a) Single- and two-family residential (New Construction).
Notes: (1) Square footage is the area included within the surrounding exterior walls of a building exclusive of any interior courts. (This includes any floor area in an attached garage, basement, or unfinished living space.) WAC 296-200A-900What fees does the department charge contractors for issuance, renewal, reregistration, and reinstatement of certificates of registration?

The department charges the following fees:

(1) (($141.10))$150.20 for each issuance, renewal or reregistration of a certificate of registration for contractors. This registration is valid for two years from date of issuance, renewal or reregistration or until it is suspended or revoked.

(2) (($66.60))$70.90 for the reinstatement of a certificate of registration.

(3) (($15.50))$16.50 for providing a duplicate certificate of registration.

(4) (($31.80))$33.80 for each requested certified letter prepared by the department.

(5) (($201.60))$214.70 for the construction and electrical contractor listing publication on CD ROM per year, prorated according to the number of issues left in the subscription year, which runs from November 1 through October 31. Each issue costs (($16.70))$17.70.

(6) (($2.30))$2.40 per copy for documents copied from a contractor's file. The maximum copy charge for copies from one contractor's file will be (($34.80))$37.00.

The three-year renewal of a Medical Gas Piping Installer Endorsement must include a continuity affidavit verifying that brazing work has been performed every six months during the renewal cycle.
****		This fee is paid directly to a nationally recognized testing agency under contract with the department. It covers the cost of preparing and administering the written competency examination and the materials necessary to conduct the practical competency examination required for the medical gas piping system installers endorsement or the domestic pump or pump and irrigation examination. This fee is not paid to the department.
