RESCISSION OF EMERGENCY RULES
SUPERINTENDENT OF
PUBLIC INSTRUCTION

On February 4, 2026, the Washington state office of superintendent of public instruction (OSPI) filed a CR-103P rule-making order (WSR 26-04-133) concerning permanent rule making for chapters 392-341, 392-343, 392-344, 392-347, and 392-902 WAC. As indicated in the CR-103P, the permanent rule updates will become effective on March 7, 2026.
OSPI filed a CR-103E emergency rule-making order (WSR 25-13-045) on June 11, 2025. The emergency rule-making order was renewed on October 9, 2025 (WSR 25-21-041) and on February 6, 2026 (WSR 26-05-012) to ensure that the emergency rules continue to remain in place until the permanent rules take effect.
Because the most recent emergency rule renewal filing will still be in effect on the same day that the permanent rules become effective, OSPI must rescind CR-103E WSR 26-05-012 in order to avoid any overlap between the emergency rules and permanent rules.
Therefore, this document serves as official notification that OSPI is rescinding CR-103E WSR 26-05-012, effective March 7, 2026.
