Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: This rule change will add clarity for those conducting, reviewing, or assessing independent investigations; and satisfy recommendations from the state auditor's office by aligning with the office of independent investigation's chapter
43.102 RCW.
