Subject of Possible Rule Making: Chapter 308-96B WAC, Special parking privileges for persons with disabilities.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 46.19.010 Criteria for natural persons, 46.19.040 Renewal—Rules—Report; and SB [ESSB] 6005, passed during the 2026 legislative session.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: SB [ESSB] 6005 requires the department of licensing to specify the requirements for health care professionals providing electronic documentation to individuals who are applying for special parking privileges.

Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Not applicable.

Process for Developing New Rule: Negotiated rule making.
