EMERGENCY RULES

Effective Date of Rule: April 11, 2026.
Purpose: This emergency rule reopens recreational salmon fishing in Catch Record Card Area 10 for one additional day.
Citation of Rules Affected by this Order: Repealing WAC 220-313-06000G; and amending WAC 220-313-060.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to reopen Marine Area 10 for one additional day. Estimates of Chinook catch to date indicate there is enough room to allow for an additional day. Currently, we have reached 78 percent (3,507 of 4,492) of total encounters, 38 percent (1,423 of 3,713) of total sublegal encounters, and 79 percent (762 of 967) of total unmarked encounters agreed to in the 2025-2026 list of agreed fisheries. There is insufficient time to adopt permanent rules.

WAC 220-313-06000HPuget Sound salmon—Saltwater seasons and daily limits.
Effective April 11, through April 30, 2026 salmon rules for Catch Record Card Area 10 shall be modified as described in this section. All other provisions of WAC 220-313-060 not addressed in this section, or unless otherwise amended by emergency rule, remain in effect:
Catch Record Card Area 10, except year-round piers (Bremerton Boardwalk, Illahee State Park, Seacrest Pier, and Waterman Pier):
Salmon: Closed, except open for one day April 11, 2026.
REPEALER
The following section of the Washington Administrative Code is repealed April 11, 2026:
