Effective Date of Rule: April 15, 2026.
Purpose: This emergency rule closes salmon seasons in Catch Record Card Area 11.
Citation of Rules Affected by this Order: Amending WAC 220-313-060.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to close salmon seasons in Catch Record Card Area 11. Preliminary estimates of Chinook catch indicate anglers may have reached one or more management criteria agreed to in the 2025-2026 list of agreed fisheries. It is necessary to close the Marine Area 11 April salmon fishery to ensure agreed-to conservation and management controls are not exceeded and objectives are met. There is insufficient time to adopt permanent rules.

Effective April 15 through April 30, 2026, salmon seasons in Catch Record Card Area 11 are modified as described in this section. All other provisions of WAC 220-313-060 not addressed in this section, or unless otherwise amended by emergency rule, remain in effect:
Catch Record Card Area 11, except year-round piers (Des Moines Pier, Les Davis Pier, Point Defiance Boathouse Dock, and Redondo Pier):
