EMERGENCY RULES

Effective Date of Rule: Immediately upon filing.
Purpose: The emergency rule updates the cost of the get outdoors license fee for residents who are entitled to a reduced rate as defined in RCW 77.32.480. This new reduced rate was authorized by the legislature by passage of SSB 5583 during the 2025 legislative session.
Citation of Rules Affected by this Order: Amending WAC 220-220-093.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.055, 77.12.047, and 77.12.240.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The department of fish and wildlife (department) needs to update WAC 220-220-093 to allow for the reduced fee for the get outdoors license for residents as authorized by passage of SSB 5583 during the 2025 legislative session. Previously, the department adopted rules that made changes to recreational license fees under WSR 25-20-035 in September 2025. The department is also undertaking an expedited rule project to make permanent the changes that are sought in this emergency rule.
