PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: The department of fish and wildlife (department) is seeking to update hunting rules to improve their enforceability, and to clarify and amend certain rules so that they are better understood by the public.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 77.04.012, 77.04.013, 77.04.020, 77.04.055, and 77.12.047.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The department is seeking amendments for the following reasons: Some hunting rules are vague and lack enforceability, making them difficult for the public to understand and follow. By implementing these rule changes, the department will be able to improve the clarity and understanding of these regulations to gain greater public compliance with the hunting laws. Improved compliance will yield better outcomes for wildlife resources.
