Title of Rule and Other Identifying Information: 2026 Clarifying licensing rules in chapter 220-220 WAC. The department of fish and wildlife (department) is seeking changes to recreational licensing rules due to the passage of SSB 5583 in the 2025 legislative session. These changes will remove the expired fee sections in WAC 220-220-060 and 220-220-093, as well as add clarifying language to the fee section in WAC 220-220-093.

Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: The passage of SSB 5583 in the 2025 legislative session requires the department to amend recreational licensing fees for both WAC 220-220-060 and 220-220-093.

Reasons Supporting Proposal: SSB 5583 is the department's second recreational license fee increase since 1998 and was requested by the legislature, not the department. In addition to the fee increases, most of the proposed rule amendments will align the current licensing rules with several statutory changes. The passage of this bill requires the department to amend WAC 220-220-060 and 220-220-093 by removing the expired fee sections, which were only intended to bridge the gap before the implementation of the Columbia River salmon and steelhead endorsement on January 1, 2026. Additionally, this amendment adds clarifying language to the fee section of WAC 220-220-093 to include the term "reduced rate," which will be consistent with WAC 220-220-060.

WAC 220-220-060Reduced rate annual fish Washington license, and license upgrades.

(1) The annual fish Washington license includes the following:

(a) Annual combination recreational freshwater, saltwater, and shellfish license;

(b) A Puget Sound Dungeness Crab endorsement; and

(2) ((Effective July 1, 2025, through December 31, 2025, the fees for the fish Washington license are as follows:

(a) Resident license cost is $79.86.

(b) Resident senior license cost is $33.88.

(3))) Effective January 1, 2026, the fish Washington license also includes a Columbia River Salmon Steelhead endorsement. The fish Washington license fees are as follows:((.))

(a) Resident license cost is $86.44.

(b) Resident senior license cost is $39.14.

(d) These costs do not include other fees including transaction or dealer fees.

(((4)))(3) The director is authorized to allow any Washington state resident who has purchased an annual freshwater, saltwater, or shellfish/seaweed license to upgrade to a combination license for the cost difference between current annual fishing license(s) and the cost of the combination license, plus transaction and dealer fees. The director may limit the times of the year that this upgrade is made available for sale.

WAC 220-220-093Combination hunting and fishing packages.

The annual Get Outdoors license combines fishing, shellfishing, and hunting privileges.

(1) The Get Outdoors licenses include the following:

(a) Annual combination recreational freshwater, saltwater, and shellfish license;

(b) Two-pole endorsement;

(d) Annual combination hunting license for deer, elk, bear, and cougar;

(e) Small game license;

(f) Migratory bird permit and migratory bird authorization; and

(g) Two turkey tags.

(2) ((Effective July 1, 2025, through December 31, 2025, the fees for each Get Outdoors package are as follows:

(a) Resident license cost is $284.71.

(b) Resident senior license cost is $114.92.

(d) These costs do not include other fees including transaction or dealer fees.

(3))) Effective January 1, 2026, forward the fees for each Get Outdoors license package are as follows:

(a) Resident license cost is $291.13.

(b) Resident senior license cost is $120.05.
