Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: HB 1526, effective June 11, 2026, amended RCW 66.24.350 to allow snack bars to serve wine by the glass in addition to beer by the opened bottle or can. WAC 314-02-065 currently does not permit snack bars to serve wine by the glass and must be updated to reflect this new statutory allowance.

Reasons Supporting Proposal: The proposed rule amendments include only changes explicitly dictated by statute. The liquor and cannabis board (LCB) has no discretion regarding implementation of these statutory changes and must align rules to eliminate conflict between rule and statute.

(1) Per RCW 66.24.350, a snack bar license allows a licensee to serve beer by the opened bottle or can, wine by the glass, or both for on-premises consumption only.

(2) Snack bar licensees must have snack food, as defined in WAC 314-02-010, available whenever beer or wine is sold or served.

(3) Snack bars must have designated seating for on-premises consumption of beer or wine.

(4) The annual fee for this license is $187.50.
