Subject of Possible Rule Making: WAC 308-96A-046 Qualified veteran's free license.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW
46.18.020 Rules, and
46.18.235 Disabled American veteran or former prisoner of war license plates.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: This rule making will clarify eligibility requirements, as well as align rules with current business decisions. Specifically, it will allow the department of licensing to accept additional letters of eligibility by clarifying what compensation rate of unemployability is required to qualify for the qualified veteran's free license, expand the eligibility guidelines to allow all personal use vehicles to qualify, and clarify scenarios in which a customer would be required to pay.
