The Washington state department of commerce (commerce) received notice of intent on June 23, 2025, from the city of Olympia, consistent with the Growth Management Act requirements within RCW 36.70A.096(2), for commerce approval of their greenhouse gas (GHG) emissions reduction subelement. Commerce received an application on December 22, 2025, from the city of Olympia to request approval of their GHG emissions reduction subelement. Olympia's application included all required materials for it to be deemed fully complete pursuant to RCW 36.70A.096(3).

Commerce finds that the submitted GHG subelement is consistent with state law and agency guidance and further finds that the adopted actions will not increase GHG emissions elsewhere in the state. Therefore, commerce approves the city of Olympia's GHG emissions reduction subelement.
