Description: The health care authority (HCA) intends to submit an amendment to the 1115 FPO waiver to expand the scope of services within the FPO program, which is a medicaid waiver program operating under the authority of Section 1115 of the Social Security Act. The current waiver is approved for the period beginning May 1, 2025, and ending June 30, 2030.

The proposed expanded services will focus on treating major health conditions recognized as contributing to unintended pregnancies and maternal morbidity and mortality in Washington state. The proposed changes are:


•	Increase access to essential screenings, including diabetes and mental health screening.
•	The addition of prescription benefit for first-line mental health medications.
•	The addition of colposcopy for higher quality, more comprehensive coverage of cervical cancer prevention.
•	The addition of PrEP/PEP antiretroviral medications to prevent HIV infection.

Public Comment Period: The public comment period for the FPO waiver amendment is from July 1 - 31, 2026. During this time, people can share their feedback on the waiver amendment, the change that the program may experience, or share any other comments about the waiver amendment. Note: All comments are subject to public review and disclosure, including the names of those who comment.
